由于信息技术(IT)产业的迅猛发展，中日韩在信息通信技术产业，包括开源软件的合作变得愈发重要。三国现有的合作包括中日韩信息通信部长会议、中日韩IT局长会议和其他工作层会议。同时，东北亚开源软件推进论坛也加强了三国公共部门与企业在开源软件上的合作。
秘书处深刻意识到三国在信息通信技术产业合作的重要性，并积极探索支持此领域下磋商机制的可能性。凭借秘书处支持其他机制的经验，秘书处希望在不久的将来能为信息通信技术产业机制做出应有的贡献。
